A financial disclosure surrounding the administration of Ibok-Ete Ibas has sparked renewed public interest, as authorities revealed that over ₦302 billion was expended within a short governance period in Rivers State. The funds were reportedly utilized during his tenure as sole administrator following a political crisis that altered the state’s leadership structure.
The details emerged during proceedings at the Rivers State High Court in Port Harcourt, where government representatives presented official records in response to a legal action initiated by Socio-Economic Rights and Accountability Project. The case, currently before Justice S.H. Aprioku, focuses on access to public financial information and compliance with transparency laws.
According to Gossip News Now, the figures disclosed show that a substantial portion of the funds originated from allocations made through the Federation Account Allocation Committee, alongside internally generated revenues. These combined inflows formed the financial backbone of the expenditures recorded between March and August 2025.
Court documents revealed that expenditures were spread across several critical areas of governance. A major share went into recurrent obligations such as salaries, pensions, and administrative costs. Additionally, large disbursements were made to ministries, departments, and agencies, indicating heavy operational spending during the emergency administration.
Further breakdowns showed that debt servicing also consumed a notable fraction of the funds, while minor yet significant amounts were spent on banking-related charges. Infrastructure-related allocations were also highlighted, including funds directed toward construction projects and rehabilitation efforts within government facilities.
Interestingly, one of the most notable revelations from the documents was the approval of ₦28 billion for surveillance infrastructure at the Government House. However, records clarified that no actual spending was carried out on this project, leaving questions about the intent and eventual cancellation of the plan.
The financial documents, running into dozens of pages, were submitted as evidence to demonstrate compliance with the Freedom of Information Act. Government officials maintained that they had no intention of withholding information and had fulfilled their obligation by releasing the requested records.
Meanwhile, SERAP has begun a thorough review of the submitted data. Its leadership indicated that the analysis is being conducted on a project-by-project basis to determine whether full transparency has been achieved or if further legal steps will be necessary.
The legal battle stems from a broader governance shift that occurred when Bola Tinubu declared a state of emergency in Rivers State. This move led to the suspension of Governor Siminalayi Fubara, his deputy Ngozi Odu, and members of the state assembly, paving the way for Ibas to assume control.
Following the end of the emergency rule, efforts to scrutinize financial decisions intensified. Lawmakers moved to investigate how public funds were managed during the period, although the former administrator reportedly pushed back against such inquiries.
Commentary and Analysis
The unfolding situation raises deeper questions about fiscal accountability during emergency governance structures. While the release of financial records suggests a degree of transparency, the sheer volume of funds involved—and the pace at which they were spent—continues to fuel debate among stakeholders.
One critical issue lies in the balance between urgent governance and financial prudence. Emergency administrations often operate under pressure, but this case highlights the importance of maintaining clear oversight mechanisms even in extraordinary circumstances.
Moreover, the role of civil society organizations like SERAP underscores the growing demand for accountability in Nigeria’s public sector. Their legal intervention reflects a broader trend where citizens and advocacy groups increasingly rely on institutional frameworks to challenge government actions.
As the court prepares for further hearings, the outcome of this case could set an important precedent for transparency and financial management during periods of political uncertainty in Nigeria.
