The Federal Government has announced a $617 million financing initiative aimed at strengthening Nigeria’s digital and creative industries, improving access to funding for entrepreneurs and attracting more private-sector investment into the country’s growing creative economy.

The initiative was announced by the Minister of Industry, Trade and Investment, Dr Jumoke Oduwole, during the opening of the 2026 Creative Africa Nexus Weekend (CANEX) in Lagos on Thursday.

According to Oduwole, the financing will be channelled through the Bank of Industry under the Investment in Digital and Creative Enterprises (iDICE) programme, with support from the Office of the Vice-President.

The programme is expected to provide young Nigerian entrepreneurs and businesses operating in the technology and creative sectors with access to finance, enterprise support, skills development and infrastructure.

FG Targets Investment Across Nigeria’s Creative Economy

The Federal Government is targeting investment across several segments of the creative industry, including music, film, literature, fashion, gastronomy, sports, gaming, crafts, design and creative technology.

Oduwole explained that the government’s ambition was to attract investment opportunities across the entire creative value chain rather than concentrate funding in only a few established sectors.

“Our ambition is a deal from every part of the creative economy, from performing arts to film to literature to gastronomy to fashion to sports and gaming to craft and design to creative technology and infrastructure,” she said.

The minister’s remarks highlight the government’s intention to make the creative sector more attractive to investors while expanding opportunities for Nigerian entrepreneurs and businesses.

Mavin Records Investment Highlights Creative Industry Opportunities

To demonstrate the commercial potential of Nigeria’s creative industry, Oduwole referenced the investment history of Mavin Records, the music label founded by Nigerian music executive Don Jazzy.

In 2019, Kupanda Capital and TPG Group invested more than $10 million in the record label. Universal Music Group subsequently acquired a majority stake in Mavin Records in 2024, providing TPG with an opportunity to exit its investment.

The minister cited the transaction as an example of how institutional investors can participate in Nigerian creative businesses and potentially recover their investments through successful commercial transactions.

She explained that the Mavin deal provides an example that other creative entrepreneurs can point to when discussing investment opportunities with potential financiers.

“Today, when an investor asks a Nigerian filmmaker or music executive, ‘How do I get my money back?’ They can point to the Mavin deal as a win for the investors in our creative economy,” she said.

However, Oduwole stressed that more of the financial gains generated by the creative industry should remain within Nigeria and benefit local creators.

“Yet, we need more of that profit to stay in the hands of more of our creatives, right here at home.”

Her comments underline the importance of developing an investment environment that allows Nigerian creative businesses to attract capital while ensuring that local entrepreneurs and professionals benefit from the industry’s commercial growth.

FG Highlights Intellectual Property Protection and Digital Trade

Beyond financing, the Federal Government is also pursuing measures aimed at improving market access and strengthening intellectual property protection for Nigerian businesses.

Among the initiatives highlighted by Oduwole was Nigeria’s recognition as co-champion of the African Continental Free Trade Area (AfCFTA) Protocol on Digital Trade in February 2025.

The Federal Executive Council also approved Nigeria’s first National Intellectual Property Policy and Strategy in November 2025.

According to the minister, the digital trade framework is expected to help Nigerian businesses expand into other African markets by making it easier to provide services such as music licensing, film production and distribution.

Oduwole also disclosed that the government launched its Creative Sector Investment Playbook at the World Economic Forum in Davos in January 2026.

The playbook is intended to identify investment opportunities across the creative industry and provide a framework for attracting more capital into the sector.

These measures form part of the government’s broader efforts to improve the business environment, protect creative works and strengthen Nigeria’s participation in Africa’s growing digital and creative markets.

Nigeria’s CANEX 2026 Records 17,000 Registrations

Nigeria’s efforts to attract international investment into the creative economy also include its bid to host the 2027 Intra-African Trade Fair.

Oduwole said President Bola Tinubu approved the hosting bid in November 2024.

The proposed event is expected to coincide with the 50th anniversary of FESTAC ’77 and the reopening of the National Theatre as the Wole Soyinka Centre for Culture and Creative Arts.

The minister also disclosed that the 2026 Creative Africa Nexus Weekend attracted 17,000 registrations, compared with 6,000 recorded at its previous edition.

She described the increase as a major achievement for the event.

“We beat every record with this CANEX. The last CANEX had 6,000 people. We had to stop registration at 17,000 people,” she said.

The figures highlight the growing interest in CANEX as a platform for connecting creative professionals, businesses, investors and other stakeholders across Africa.

Shettima Calls for Greater Investment in Africa’s Creative Industries

Meanwhile, Vice-President Kashim Shettima said the Federal Government was working to strengthen intellectual property protection, improve access to finance and position Nigeria as a leading participant in Africa’s creative trade.

Shettima described creativity as an increasingly important component of international trade and urged African countries to turn their cultural resources into commercial opportunities.

Drawing a comparison between the 1977 Festival of Arts and Culture (FESTAC ’77) and the 2026 CANEX gathering, the Vice-President said Africa must move beyond celebrating its cultural heritage and focus more on converting it into economic value.

“From FESTAC ’77 to CANEX 2026, Africa returns to the same stage, but we return with a difference. In 1977, we came to celebrate our culture. In 2026, we come to capitalise on it, to turn the applause of the world into contracts, its admiration into markets, and the talent of our young people into enduring wealth,” he said.

Shettima also commended the African Export-Import Bank (Afreximbank) for committing $2 billion to support the continent’s creative industries through 2027.

He recalled that the 2024 CANEX edition attracted nearly 4,000 participants from 81 countries and facilitated deals valued at more than $540 million.

The Vice-President encouraged creatives attending the Lagos event to focus on securing practical commercial opportunities, including investment agreements, distribution partnerships and business contracts.

“To our creatives, do not leave Lagos with memories alone. Leave with a signed term sheet, a distribution deal, and a buyer’s handshake. The world is ready to pay for what you make,” he said.

Shettima further called on African governments to remove trade barriers that prevent creative businesses from distributing their products and receiving payments across the continent.

What the $617m Initiative Could Mean for Nigeria’s Creative Economy

The Federal Government’s financing announcement places access to capital, investment opportunities and business development at the centre of its plans for Nigeria’s digital and creative industries.

Through the iDICE programme, the government says it intends to support entrepreneurs with financing, skills development, enterprise assistance and infrastructure.

The Mavin Records transaction also provides an example of the type of commercial investment opportunity the government wants to encourage across the creative economy.

However, the wider impact of the initiative will depend on how the financing is implemented, which businesses can access it and whether the supporting policies translate into practical opportunities for entrepreneurs.

The combination of financing, intellectual property protection, digital trade development and regional partnerships could provide a stronger foundation for Nigerian creative businesses seeking to expand into international markets.

For the initiative to achieve its objectives, effective implementation and access to investment across different segments of the industry will be important.
