Government operations throughout the Federal Capital Territory (FCT) experienced major disruptions on Monday as employees under the Joint Union Action Congress (JUAC) launched a full-scale strike.
The industrial action came after a notice issued the previous Friday, in which the unions confirmed their intention to close government offices across the FCT and all six area councils.
According to the unions, the decision to suspend work was triggered by the expiration of a seven-day ultimatum given to the Federal Capital Territory Administration (FCTA), which they said failed to respond meaningfully.
Reports indicate that the ultimatum, which became effective on January 7, 2026, lapsed despite multiple meetings held with relevant authorities within that period.
Details of the shutdown were outlined in a statement dated January 8 and jointly endorsed by JUAC President, Comrade Rifkatu Iortyer, and Secretary, Comrade Abdullahi Saleh.
The ultimatum was also delivered to the FCT Minister of State, the Chief of Staff, the Head of Service, and the Director of Security Services.
JUAC leaders stated that workers were instructed to cease operations due to what they termed the administration’s persistent refusal to resolve key labour and welfare matters.
Among the issues highlighted by the union are unpaid promotion arrears, halted promotional processes, and the repeated extension of service for retired permanent secretaries and directors.
The unions further accused the FCTA of neglecting to remit statutory pension contributions and National Housing Fund deductions belonging to workers.
Additionally, JUAC expressed dissatisfaction with the handling of the 2024 promotion examinations, describing the process as flawed and claiming it negatively affected a significant number of eligible staff.
