At least one-third of Assembly members must submit a written allegation of gross misconduct to the Speaker. The notice must detail all charges.

2. Serving the Notice:
The Speaker has seven days to officially deliver the allegations to the Governor.

3. Decision to Investigate:
Within 14 days, the House votes on whether to investigate. Approval requires two-thirds of all members. Failure to secure this majority halts the process.

4. Formation of Investigation Panel:
The Speaker requests the Chief Judge of the State to constitute a seven-member panel of credible, non-partisan individuals to investigate the claims.

5. Investigation Period:

7. Final Vote:
