Under the revised framework, BDCs were required to obtain either a Tier One license with a minimum capital base of N2bn or a Tier Two license requiring N500m. Operators were given six months to comply with the new capital requirements.

The CBN emphasized that only the 82 BDCs listed on its official website are authorised to operate from November 27, 2025.
