Nigeria has secured a major position within Africa’s petroleum regulatory landscape after being chosen as the permanent headquarters of the African Petroleum Regulators Forum (AFRIPERF). Alongside this development, Gbenga Komolafe, Chief Executive of the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), has been elected to lead the continental body.

According to Gossip News Now, the decision was finalized during the Forum’s inaugural executive committee meeting, which brought together representatives from several African nations through a virtual session.

Komolafe Confirmed as Forum Chairman

Komolafe, who previously served in an interim capacity, was unanimously confirmed as the chairman of AFRIPERF. His election signals strong confidence from member countries in Nigeria’s leadership within the energy regulation space.

During the same meeting, Eyoanwan Ndiyo-Aiyetan was formally endorsed to serve as the Forum’s secretary, helping coordinate administrative and strategic activities for the organization.

Participation and Membership Structure

The gathering involved representatives from 16 African countries, reflecting the growing regional interest in building stronger cooperation among petroleum regulators.

However, full voting rights were granted only to the countries that had ratified the Forum’s treaty. At the time of the meeting, eight nations had completed the ratification process, allowing them to participate in key decision-making.

Komolafe’s Vision for AFRIPERF

In his acceptance remarks, Komolafe expressed appreciation to the participating countries for the trust placed in him. He assured members that his leadership would prioritize inclusiveness and ensure that all nations benefit from the Forum’s initiatives.

AFRIPERF was established to promote collaboration among petroleum regulators across Africa. Its central objectives include improving regulatory practices, strengthening cooperation among member states, and encouraging coordinated oversight of the continent’s oil and gas sector.

WACOG Applauds the Development

The West African Centre for Oil Governance (WACOG) welcomed the appointment, describing it as a positive milestone for Africa’s energy governance.

In a statement issued by its Executive Director Dr. Mensah Kofi Adjei, the organization said the development reflects Nigeria’s increasing influence in shaping the future of energy regulation across the continent.

According to Gossip News Now reports that, WACOG believes Komolafe’s leadership could help accelerate regional collaboration in the petroleum industry.

Reasons Behind Komolafe’s Selection

The Centre highlighted several achievements during Komolafe’s tenure at the NUPRC, which likely contributed to the support he received from AFRIPERF members.

Among the reforms cited were improvements in regulatory transparency, enhanced technical standards within the industry, and stronger engagement with investors in Nigeria’s upstream oil sector.

These efforts, WACOG noted, demonstrated the experience and leadership qualities required to guide a continental regulatory platform.

Africa’s Changing Energy Landscape

The organisation also pointed to the broader context in which AFRIPERF will operate. African oil-producing nations are currently navigating major global energy transitions, technological developments, and increasing pressure to adopt more sustainable production practices.

In response to these changes, WACOG stressed that coordinated regulation across the continent will be crucial.

Key areas that may require greater cooperation include:

  • aligning petroleum regulatory standards across African countries
  • strengthening local content policies in the energy sector
  • encouraging cross-border collaboration among regulators
  • presenting a unified African voice in global energy policy discussions

Benefits of Hosting the Forum in Nigeria

Nigeria’s selection as AFRIPERF’s headquarters is expected to provide several advantages for regional collaboration.

The country’s extensive experience in upstream petroleum regulation, combined with its advanced data systems and institutional structures, may serve as valuable resources for other member states.

WACOG suggested that hosting the Forum in Nigeria could also facilitate knowledge sharing among regulators across West Africa and beyond.

Focus on Capacity Building

Another priority identified by stakeholders is capacity development for regulators across the continent.

Many African regulatory institutions still face limitations in terms of technical expertise, resources, and institutional capacity. Addressing these gaps, experts say, will be vital for effective oversight of the petroleum sector.

WACOG therefore encouraged AFRIPERF to place strong emphasis on training, research, and knowledge exchange among member countries.

Commentary and Analysis

The establishment of AFRIPERF’s headquarters in Nigeria represents a strategic shift toward stronger continental coordination in oil and gas regulation.

For decades, African petroleum policies have often been shaped independently by individual countries. A forum like AFRIPERF could help align regulatory frameworks and improve cooperation among producing nations.

Komolafe’s appointment may also strengthen Nigeria’s role as a leading voice in Africa’s energy governance discussions. As the continent balances hydrocarbon development with global climate pressures, coordinated regulatory leadership could become increasingly important.

If the Forum succeeds in promoting transparency, technical collaboration, and shared regulatory standards, it may significantly influence how Africa manages its vast petroleum resources in the coming decades.
