NIDCOM Clarifies Efforts To Free Nigerian On Saudi Death Row

The Nigerians in Diaspora Commission (NIDCOM) has provided further details about the actions already taken to assist Suleimon Olufemi, a Nigerian citizen who has spent more than two decades on death row in Saudi Arabia.

The clarification came after Amnesty International publicly urged President Bola Ahmed Tinubu to intervene in the matter. According to NIDCOM, the appeal by the rights organization did not fully acknowledge the numerous steps that Nigerian authorities and community groups have already taken to resolve the case.

Background of the Incident

Olufemi’s ordeal dates back more than twenty years. According to the commission, he had travelled to Saudi Arabia for Umrah and to visit a friend in Jeddah when a tragic incident occurred.

During that period, a Saudi police officer was killed in circumstances that led authorities to arrest Olufemi after he was found close to the scene. Although other individuals were reportedly involved in the investigation and received prison sentences, Olufemi was given the death penalty.

NIDCOM maintains that the case has long been surrounded by questions, suggesting that Olufemi may have simply been present in the wrong location when the incident occurred.

Saudi Legal Framework and Blood Money Option

Under Saudi Arabia’s legal system, the family of a victim has significant influence over the final outcome in certain criminal cases. They can either demand execution, grant forgiveness, or accept blood money compensation, known as Diyya.

In Olufemi’s case, the family of the slain officer chose to request financial compensation once the victim’s child reached adulthood. The amount demanded was $570,000, a figure communicated roughly three and a half years ago.

Fundraising Efforts to Secure the Compensation

NIDCOM explained that a major effort was launched to raise the required funds in order to meet the condition set by the victim’s family.

Several groups and individuals contributed to the fundraising initiative. The process involved cooperation between government representatives, Nigerian community organizations in Saudi Arabia, and private donors.

Key contributors included:

  • Members of the Association of Nigerians in Saudi Arabia
  • The Yaro brothers, who helped coordinate the campaign
  • Lagos State Governor Babajide Sanwo-Olu
  • Seyi Tinubu, son of President Bola Tinubu

Together, these contributions amounted to about $150,000, while the remaining balance was raised through an international GoFundMe campaign.

Funds Successfully Deposited

According to the commission, the entire amount requested by the victim’s family has now been secured and deposited in a designated account.

With the financial requirement fulfilled, attention has shifted to diplomatic engagement aimed at finalizing Olufemi’s release.

Officials from Nigeria’s Ministry of Foreign Affairs and the Nigerian Embassy in Saudi Arabia are currently in discussions with Saudi authorities regarding the next stage of the process.

Presidency Briefed on the Situation

NIDCOM also confirmed that President Bola Ahmed Tinubu has been informed about the latest developments concerning the case.

The commission expressed hope that once all legal and diplomatic steps are completed, the Saudi authorities may consider granting a pardon to Olufemi.

Response to Amnesty International

While acknowledging Amnesty International’s role in advocating for human rights, NIDCOM suggested that the organization’s recent appeal did not accurately reflect the full extent of efforts already made.

According to the commission, Amnesty had previously been contacted regarding the fundraising campaign but did not participate in raising the compensation money required under Saudi law.

NIDCOM encouraged the group to present a more comprehensive account of the situation when addressing the public.

Support for Olufemi’s Family

The commission also revealed that its leadership has maintained regular contact with Olufemi’s family throughout the long-running case.

In one instance, the chairman of NIDCOM personally met with the detainee’s elderly parents at the commission’s Lagos office on December 30, 2020, offering reassurance and updates on the ongoing efforts.

Diplomatic Appeal for Clemency

Beyond the legal and financial steps already taken, Nigerian authorities are also appealing for compassion and fairness from the Saudi government.

Officials highlighted the strong diplomatic relationship between Nigeria and the Kingdom of Saudi Arabia, expressing hope that this relationship could support a favourable resolution to the case.

Commentary and Analysis

The situation involving Suleimon Olufemi highlights the complex intersection between international diplomacy, legal systems, and human rights advocacy.

Different countries operate under distinct legal frameworks, and in Saudi Arabia the concept of Diyya allows victims’ families to play a decisive role in determining outcomes in certain criminal cases. This approach can sometimes open a path toward reconciliation through compensation.

For Nigeria, the case demonstrates the challenges faced when citizens encounter legal difficulties abroad. Diplomatic engagement, fundraising initiatives, and collaboration with diaspora communities often become crucial tools in seeking solutions.

If Olufemi is eventually released, it would represent the culmination of more than two decades of legal uncertainty and diplomatic negotiation.
