Nigeria’s busiest maritime gateway, Apapa Port, has reinforced its position as the country’s leading revenue source after the Nigeria Customs Service (NCS) announced a total collection of ₦2.93 trillion for the 2025 fiscal year. The figure represents a significant improvement compared to the ₦2.36 trillion generated the previous year, showing a strong upward trajectory in government earnings from port operations.
This increase, amounting to an additional ₦573.29 billion, reflects a 24.32 percent growth rate within just one year. The remarkable performance highlights the Apapa Area Command’s continued dominance as the highest revenue-generating command within the Customs system.
According to Customs Area Controller Emmanuel Oshoba, the achievement did not occur by chance but was the result of coordinated efforts, including improved operational discipline among officers and enhanced technological deployment. He credited the leadership direction provided by the Comptroller-General of Customs, Bashir Adewale Adeniyi, for creating an environment that encouraged efficiency and accountability.
A major innovation that contributed to the rise in revenue was the implementation of the Unified Customs Management System, widely known as B’Odogwu. This digital platform streamlined cargo clearance procedures, reduced loopholes, and improved transparency. By automating key processes, the system helped minimize delays and enhanced monitoring, ensuring that proper duties were paid on imported goods.
In addition to technological reforms, Customs authorities intensified compliance monitoring and strengthened revenue recovery measures. Regular internal performance assessments enabled the command to quickly identify and address gaps, further boosting overall revenue output.
Efforts to simplify trade processes also played a crucial role. The expansion of the Authorised Economic Operator (AEO) Programme and the introduction of a One-Stop Shop model improved documentation efficiency and allowed faster release of goods belonging to compliant traders. These measures not only increased revenue but also enhanced the ease of doing business at the port.
Customs officials also revealed plans to introduce a modern cargo scanning system capable of handling up to 200 containers per hour. This non-intrusive scanning technology is expected to significantly improve inspection speed while maintaining strict security standards.
Beyond revenue generation, the Apapa Command recorded notable enforcement successes during the year. Authorities intercepted 53 containers loaded with illegal substances and prohibited goods, including narcotics such as cocaine, tramadol, and other controlled pharmaceuticals. These seized items had a combined Duty Paid Value of ₦12.63 billion.
Following their confiscation, some of the illegal consignments were transferred to relevant regulatory agencies, including the National Drug Law Enforcement Agency (NDLEA) and the National Agency for Food and Drug Administration and Control (NAFDAC), for further investigation and possible prosecution.
Looking ahead, Customs leadership expressed optimism that revenue performance would continue to improve in 2026. This expectation is tied to the deeper integration of digital systems, broader adoption of trade facilitation programs, and enhanced intelligence-based enforcement operations.
The Apapa Area Command also plans to strengthen collaboration with key stakeholders such as shipping companies, terminal operators, freight forwarders, licensed agents, haulage firms, and media organizations. These partnerships are expected to promote transparency, encourage compliance, and ensure smoother port operations.
